Some friends close to the Provincial Governor pointed out that the different indigent programs of the governor like Lando BIBO, Tabang ni Lando sa Communidad, Poverty Mapping Program, etc. in the 25 municipalities and two cities led him to the most coveted PLB Award, which he received on September 19 in Manila.
