Does the bustling capital city of Dipolog make a province the poorest of the poor in the country? Do the busy agricultural activities even in the far-flung barrios of the towns of Zamboanaga del Norte merit us this tag of being the poorest.

These are some questions concerned Diplognons and ZaNorteans with hurt feelings are asking after hearing of repeated and bloated reports that Zamboanga del Norte is number one as poorest of the poor among the provinces in the country.

These observers cried foul for repeating an old issue which in any way does not contribute to local development but only shame. The survey referred to was that of 2003 of the National Statistics Coordinating Board (NSCB) which basis was not known. How true was it was not also verified? But some quarters opined the survey results might have been the product of ignorant answers of respondents or for reasons to evade paying correct taxes.

So far, this is the biggest subsidy the Zamboanga del Norte Electric Cooperative (ZANECO) got in the total amount of P26,006,069.76 for its rural electrification projects in several rural areas in the three districts of the province.

This was learned this week from GM Adelmo Laput as he disclosed that all projects are now being undertaken in remote areas identified. He said ZANECO is mandated by law to light remote areas even if it means losses due to non-viability of these places. However, because of the subsidy from the national government, the problem of losses is partly shouldered by the subsidy. GM Laput explained that supposedly if the cooperative has to gain or at least break even, there must be at least 35 households per kilometer to be connected. But because of the mandate, they have to undertake such projects even if it means losses.

For example, he pointed to that electrification project of putting up posts and line from Gunyan to Mangilay in Sergio Osmeña involving the total distance of 12 kilometers with only 52 households to be served. Twelve kilometers needs at least 420 households to break even.  Read more
