Served as Technical Assistant in the field of Agriculture during the Administration of Presidents Ramon Magsaysay and Carlos P. Garcia.
Tulwanan Village (Old Town Site of Dipolog) - Sitio Tulwanan in Barangay Lugdungan is the original settlement of Dipolog's early inhabitants, the Subanons. About 6 kilometers from the city proper and along the Dipolog River which the Subanons used to transport their products to trading posts and markets in the early days. To preserve its historical significance and for the younger generation to see and reflect on their cultural history the City Government constructed replicas of Subanen houses in the site.

Man-Made
3003 Steps to Linabo Peak - Concrete steps winding along tunnel of verdant trees lead to a panoramic vista of sky, plains, and sea and a spectacular view of the twin cities of Dipolog and Dapitan. This is Dipolog's highest elevation point - 486 meters above sea level. The 14 Stations of the Cross punctuate the way up. At the peak is a community chapel for prayer and contemplation. Plaza Magsaysay - A landscaped park providing an oasis of greenery right in the center of Dipolog City. It is a converging point for many people from all walks of life for simple strolling and relaxing. The hectare-sized lot just beside the City Hall and fronting the Holy Rosary Cathedral is an ideal place for small outdoor meetings in a nature setting.

      Goodtimes Café & Art Gallery - A private mini-park-cum-art gallery and restaurant. It is about 1,000 square meters with a two-storey ancestral house with artwork collections. Everywhere are objects and collectibles including chinaware, figurines, paintings, sculptures, gruesome papier mache masks, odd-shaped driftwood, and a twenty -five year old stereo from which soft music flows all day and night. Kapilya Juliana, a chapel for all religions, can be seen at the garden. Cut marbled tiles forming a scattered rays of the sun made up the design of the floor of this open chapel. Several artistic works of Dipolog known artists are also displayed at Galeria Indolencio at the yard.

      P’gsalabuk Circle/Rotunda - The three figures of the artwork symbolize the diverse cultures prevailing in Dipolog City. Inspite of the diversity the people are united by a common vision and hope.

      The bowl raised to the heavens is a gesture of thanksgiving and offering to God Almighty for the generous outpouring of graces and blessings, bountiful harvests and sustained peace and prosperity.

      Dipolog Boulevard(Seawall & Foreshore Dev't.) - In order to provide protection to the shoreline and its environs, a seawall which extends approximately six hundred seventy (670) meters long was built from the end of the foreshore development area at Tomas Claudio up to the intersection of Velasco St. This Foreshore Development project which was conceptualized by the City Government of Dipolog and the Office of the President thru the Department of Finance Local Government Finance and Development (LOGOFIND), includes rehabilitation of the existing seawall and the construction of a new one to protect the area from the effects of the waves of the Sulu Sea. An open area will also be constructed consisting of about sixteen thousand (16,000) square meters excluding the paved roadways and promenading area which extends approximately eight thousand seven hundred (8,700) square meters.

      At present, the project provides protection of the shoreline. A perfect site for promenaders, physical buffs and recreational activities.

Natural
OISCA Pamansalan Forest Park - 64 hectares of lush forests, flora and fauna give trekkers an unforgettable experience. A showcase of nature conservation and ecological balance, it is home to exotic birds as a declared bird sanctuary.

      Dipolog Beach - A velvet stretch of fine gray sand, exquisite solitude as the fiery sun dies in the horizon to the onset of twilight, broken only by the distant cries of fishermen returning to shore with the day's catch.

      ZN Eco Park & Plant Tissue Culture - An ecological mini-park and Plant Tissue laboratory managed by the provincial government of Zamboanga del Norte located at Upper Turno, Dipolog City .

       ECOTOURISM COMPLEX - Dipolog City's premier ecological destination and a favorite site of visiting local and foreign nature enthusiasts.

Cogon EcoTourism Park- So named after its entrance location in the hinterlands of Barangay Cogon, this environmental rest area park and forest preserve stretches into the neighboring Municipality of Polanco and covers a total land area of 344 hectares.

      An upshot of massive tree-planting activities regularly undertaken since its establishment as a reforestation area way back 1958, the area now hosts a range of mature planted trees and other important floral varieties. Within the park's vast expanse also lies a 40-hectare natural forest that is home to at least ten documented rare fauna species.

      Just a few meters from the park's entrance is located the Aviary, where visitors can catch a glimpse of exotic birds endemic to the area. Further ahead is an exact replica of a typical Subanen Village where real Subanen tribesmen actually living within the buffer zone of the project area, on their colorful native costume and perform traditional Subanen dances and rituals for the benefit of interested visiting groups. This is also where visitors can witness Subanen women as they demonstrate the art of weaving baskets and other novelty items mainly from Nito vines.

      In nearby Barangay Diwan, another natural wonder awaits visitors with the cool, cascading waters of Sungkilaw Falls. This splendid gift of nature gives one a wonderful view of the clear foamy water that gushes down from a seemingly dry formation of huge pockmarked rocks.

      Where nature is at its best, the Cogon EcoTourism Complex (Cogon EcoTourism Park and Sungkilaw Falls) offer such exciting outdoor sports and adventures as camping, trail trekking, bush walking, rapelling, cañoneering, swimming and Tyrolean traverse.

While tourists enjoy the elephant ride in Thailand so much, here they could experience the joy of the carabao ride, they could live the way barrio folks live, they could see something which they have not seen somewhere else.

Provincial Tourism Officer Atty. Ivan Patrick Ang recently disclosed that the Community-Based Rural (CBR) tourism which has long been popular in Europe could very well work out in Zamboanga del Norte. Tourism Officer Ang explained that tourists have been bored by city life so they turn to go to farms or barangays for a change.

“No, they do not need plush hotels and elegant beach resorts anymore. This is the traditional concept of tourism,” he pointed out, “. . . and this is not the kind we are to adopt,” he added. Under the new program, the tourism office shall evaluate some barangays in the province what they could offer to the tourists. Since the province is agricultural, it proposed for an agri-based tourism. This means, PTO explained, the barangays themselves shall identify what good tourist potentials they have and develop them to attract tourists.

These, PTO added, must be something that they have not seen or experienced in other places in the country. As an example, the office pointed to the elephant ride in Thailand which tourists have always longed for in the country. “We could have our own carabao ride; this could be a pleasure to them,” Ang said. He also informed that the Provincial Tourism Office and the Community Assistance Development Unit (CDAU) will be helping the barangays to identify their unique selling point so that each could stand out in the tourism industry. (Press Freedom, Vol. XX No. 26)

She said the government has placed education on its top priority list and this could be gleaned from the P1.227 trillion 2008 national budget that she signed into law last Tuesday. “Education, in particular, is taking a front seat in our budget this year,” the President said as she informed the students and youth that this year’s budget invests in the three E’s—Economy, Education and Environment — “the essential building blocks of our nation.” The President said the “social payback” of an improved economy started last year when budget allocation for infrastructure and social services in-creased due to improved revenue collections as a result of the tough economic and fiscal reforms implemented by her administration.

“And, education is included in this social payback…because no other issue is more important to Filipinos now than education. The opportunity to avail of quality education affords you, the youth, who belong to the next generation, to live a prosperous life,” the President said in Filipino. And, since “education is a core value of the Philip-pine society and family life” that every parent is willing to make sacrifices to be able to send their children to school and get a college diploma, the President said the government has allotted some P200 billion for education this year.

“This is the biggest part of the budget that was allotted to education,” the President said to the cheers of the students and youth who benefited from the many programs and projects on education, that include high school scholar-ships, skills/vocational training from the Technical Education and Skills Development Authority (TESDA), among many more. The President said the more than P200-billion budget for education allows the government to invest in the following areas:

—Day Care Centers would slowly be converted to pre–schools;
—Some 30.5 million poor pupils in pre-school will receive rice under the Food-for-School Program;
—P6 billion is allotted for 11,000 new classrooms;
— Some 35.5 million new textbooks would be procured;
—The hiring of some 10,000 new teachers;
—P1 billion is allotted for teacher training in Math, Science and English;
—A provision for salary increase for teachers that would be realized in the middle of the coming
school year;
—More than 60,000 students nationwide would be awarded GASTPE (Government Assistance to
Students and Teachers in Private Education) scho-larships under the Education Service
Contracting program;
—Increase in the value of high school voucher from P5,000 to P10,000;
—The Commission on Information and Communi-cations Technology (CICT) would procure some 1,000
computer laboratories for public schools;
—P3 billion, including some P350 million for Business Process Outsourcing training and P1 billion
worth of scholarships for the poor, is allocated for vocational training;
—P700 million, including P300 million for science, is allotted for college scholarships; and,
—More than P1 billion for post-graduate studies (masteral and doctoral degrees).

“We have accomplished much but there is much more to be done. We plan on working hard the next two years until the day my term ends in 2010 to fulfill our Philippine Reform Agenda. We must and we will press forward with more reforms. We will fight for the Economy, Education, and the Environment,” the President said. (PIA-ZN)

The surgery, which lasted just over eight hours, was done to limit the damage in the brain’s frontal lobe and remove bone fragments driven by the impact of the bullet. Prognosis for the case was not very promising due to the initial involvement of the patient’s other body systems which became detrimental factors for recovery and also due to complications expected in major trauma cases.

The procedure was performed by Dr. Ligutom the day after the gunshot case, and was completed after a mind-boggling ten hours. Full recovery was expected for the patient, who was discharged after 8 days; successive check-ups showed no negative signs or symptoms.

His career started off with an incredible academic record that was highlighted with his being a two-time Medical Board Topnotcher, one for his pre-med course Bachelor of Science in Pharmacy (8th Place, 1996 Pharmacist Licensure Exam), and the other for his Doctor of Medicine degree (7th placer, 2001). On March of 2007, he came to Ozamis to explore the possibility of practicing neurosurgery in the area, and in the process convince Ozamis doctors to develop their neurosurgery unit. He refused to give other details of the agreement as regards to the occupancy permit saying that it would be better that City Hall and the Provincial Capitol would come out with their own explanations as regards to the delay in the release of the permit to occupy and the delay in the opening of the hospital.

After the Pre-occupancy Inspectorate Task Force completed their inspection of the controversial Sewerage Treatment Plant (STP) which was alluded to as “higanteng arinola,” the governor was confident that the hospital would finally serve the public by the first week of March. “As I see it, there’s no more problem as regards to the STP… I think Ok na,” Gov. Yebes optimistically said.

During the inauguration of the P23M corn post harvest facility in Sergio Osmeña recently, Secretary Yap disclosed that such project will be managed by the National Agri-business Corporation (NABSCOR).

         He pointed out that the province has contributed the 25% corn production of the entire region but could still be increased with the establishment of the post harvest facility. NABSCOR will buy the corn products directly from the farmers even without shelling them and drying them because they would be processed as they are immediately. It was learned that the facility could minimize waste since the corn will be bought as they are and which are then transported to Batangas.

If realized, the roll-on-roll off port at Tambo, Katipunan, ZN could bridge Zamboanga del Norte, to any part of Luzon and the Visayas. Gov. Rolando Yebes recently prided another breakthrough in his administration as the Department of Transportation and Communications has recently appropriated a budget for its construction.

Although the department has not yet disclosed the initial amount it could release, Gov. Yebes was confident that the port could ease up the problems met at Pulauan Port, Dapitan under PGMA’s Strong Republic Nautical Highway Project. Looking at the growing traffic at Pulauan with nine ro-ro trips for Dumaguete every day, the provincial governor felt that the Ro-ro port at Katipunan is an urgent need of the province.

He disclosed that the management of the Ceres Bus Liner had already informed him that it would field 20 bus liners if ever the port would be in operation already. However, at the moment, such plan was stalled yet due to lack of boats to ferry the buses.

Yebes stressed that with Katipunan Roro port, it would only take two hours from Mabinay, Negros Oriental to Katipunan which is presently taking four hours from Dapitan to Dumaguete. “The opening of a new route to Dumaguete and to the rest of Visayas and Luzon will be giving our provincial economy a greater vitality,” the governor was optimistic. (Press Freedom, Vol. XX No. 11)
