Alarmed by the wastes generated by each person every day, the Dipolog City Government recently decided to put the 3Rs of waste management to practice: Reduce, Reuse and Recycle. Source disclosed that Mayor Evelyn Uy was really serious in implementing the Ecological Solid Waste Management Act of 2000 and closing the present garbage dumpsite in Sangkol.

It was learned that the waste management program of the city shall be barangay-based, meaning waste segregation could start right from every household in the barangay. Moreover, each is encouraged to separate the biodegradable materials from the non-biodegradable and the latter be placed in a recovery facility to be picked up by junk buyers later on. Read more

Yano assumes top Army post

President Gloria Macapagal-Arroyo, also the AFP Commander-in-Chief, recently appointed Lt. General Alexander B. Yano as the 49th Commanding General of the 80,000-strong Philippine Army. He assumed Command of the premier armed service in ceremonies in Fort Bonifacio on August 24 presided by Defense Secretary Gilberto Teodoro. Yano replaced Lt. Gen. Romeo Tolen-tino who have reached the mandatory retirement age. Yano is taking the top army post at a crucial time when the AFP (specifically the Philippine Army and Philippine Marines) is faced with a perilous threat from the Abu Sayyaf Group while trying to save and revive the peace initiatives with the MILF.

Before becoming the new Army Chief, Yano served as Southern Luzon Command Chief whose jurisdiction covers the national priority area for counterinsurgency operations of the government comprising Regions 4A (CALABARZON), 4B (MIMAROPA except Palawan) and 5 (Bicol Region). He also served as Army Chief of Staff, Commanding General of the Civil Relations Service, Assistant Division Commander of the 9th Infantry Division (Bicol), Commanding General of 601st Infantry Brigade (SOCSARGEN) and Commanding Officer of Task Force Zamboanga (Zamboanga City). He had a successful stint curbing terrorism in Mindanao when he became commander of Task Force Zamboanga in 2001 coinciding with the infamous Lamitan incident that followed the Dos Palmas kidnapping.  Various terrorist threats from ASG and MNLF breakaway groups have marked Zamboanga City during his tour.  He spearheaded a public information advocacy drive among various sectors of the community in Zamboanga to make the public aware of the nature and characteristics of terrorism and what the citizens can do to help address the problem.

It was during his watch when the Cabatangan crisis erupted where around 300 fully armed MNLF breakaway elements held up in that former MNLF enclave more than a hundred hostages.  The 2-day operations which involved political negotiations, along with military actions ended with the safe release of all hostages and the eviction of the rogue MNLF elements from Cabatangan - an area that they occupied since the forging of GRP-MNLF agreement in 1996.  As a testament to this accomplishment, the late Zamboanga City Mayor Maria Clara Lobregat aptly referred Yano as the "Liberator of Cabatangan". General Yano is a true native of Zamboanga del Norte, having been born and raised in Sindangan. Alex or Boy, as he is fondly called by friends, is the eldest of 5 children. His parents, Inigo and Gloria Badong were both public school teachers in his hometown. His father became councilor after his retirement and served undefeated for three successive terms. His brother, Engr. Inigo Yano Jr., is now serving his last term as town Councilor. Another brother, Cesar is a Colonel in the Army who graduated from PMA in 1980.

Yano completed his elementary studies in Sindangan Central School and graduated in 1965 as salutatorian. He graduated high school from St. Vincent's College, Dipolog City in 1969 as 1st Honorable Mention. His ambition was to become an engineer and enrolled at the famous Cebu Institute of Technology (CIT) in Cebu City to take up Civil Engineering. While in CIT, he became very much involved in student activism which was at its height in the early 70s. Taking an abrupt turn in life, he decided to take the PMA entrance exams in Cebu in 1971 and placed among the top 10 successful examinees that year. He entered Asia's premier military institution in 1972. He was a plebe (1st year cadet) when martial law was declared in September 1972.

As a PMA cadet, he excelled in extra-curricular activities, particularly in athletics. In 1975, he established 2 PMA athletic records - in high jump and 400 meter hurdles. To date, his academy record in hurdles remains unbroken. He was also a boxing and karate champion in PMA during his cadet days. At one time, then Cadet Yano also served as Associate Editor of "The Corps", the cadets' regular magazine publication. During his final year in PMA, he acted as the Regimental Adjutant, a coveted position in the hierarchy of the PMA's Cadet Corps. He served at one time as Operations Officer (S3) of the 101st Infantry Brigade in Piñan in 1988 under then Col. Cesar Fortuno as Brigade Commander. He was part of the original members of the Brigade when it transferred from Sicayab to its present base in Piñan.

In 1991, he served briefly as Operations Officer (G3) of the 1st Infantry (Tabak) Division in Pulacan, Labangan, Zamboanga Del Sur. The following year, he commanded the 44th Infantry Battalion, then based in Oroquieta, with jurisdiction over the whole province of Misamis Occidental.  The Provincial Environment and Development Office has recently recommended to close the Layawan River in Sangkol, Dipolog City to all haulers of sand and gravel. PEDO action Officer Remelo Damuag disclosed that the river has already been battered of constant extraction and has no time to recover its minerals. He disclosed that the river has been the usual source of sand and gravel of private permit holders and the city government for its various infrastructure projects.

To prevent further destruction like soil erosion and farm destruction, the PEDO planned to recommend to the Provincial Mining and Regulatory Board and the Office of the Provincial Governor to stop the extraction. Reports said that the landowners of the other side of the river and even the Sangguniang Pambarangay of Silawe, Polanco, Z.N. were already alarmed of the present status of the river. Both complained about the threat posed by the regular extraction by the Dipolog City government which prompted the office of the provincial governor to suspend the approval of the gratuitous permit asked by Dipolog.

The refusal to renew the gratuitous permit applied by the city government prompted Mayor Evelyn Uy to file a mandamus suit against Gov. Yebes. On the other hand, Gov. Yebes sued the former mayor Roberto Uy of Theft of Minerals and Abuse of Authority as two dumptrucks owned by the city government were allegedly seized for hauling gravel and sand without securing a permit. The Zamboanga del Norte Federation of Visual Artists, Inc. (ZANFEVA) has invited international visual artists to conduct a two-day art workshops and exhibition at the Plenary Hall, ZN Convention and Exhibition Center, Dipolog City on July 1 and 2, 2007. According to ZANFEVA President DON GURREA, the team of visual artists is led by ALMA QUINTO from the University of the Philippines, Diliman and Japanese artist MIHO NAKANISHI.  TRAUMA, INTERRUPTED (www.trauma-interrupted.org), a team composed of faculty members at the University of the Philippines, presents the HOUSE OF COMFORT ART PROJECT which aims to empower marginalized communities through a collaborative and interactive way of making art. 

This art project is a work in progress that started in 2005 and is traveling in selected areas nationwide. It is currently built from one community to another as the team touches base with women and children who participate by stitching their quilts of dreams. It is envisioned as a collapsible, modular, portable structure with a roof, walls, windows, doors, kitchen, etc. very much like a real house, but where each element of the house will represent a participant's life.  The house will be mostly made of cloth from fabric scraps, old clothes and foam.

The resultant House will be exhibited in some selected areas where the workshops were held and possibly in Japan and Mongolia.  In Dipolog, target participants are the visual artists, cultural workers, art educators and Youth Residents from the Balay Dalangpan Sa Kabataan (DSWD) in Sta. Isabel and from the Regional Rehabilitation Center for Youth (DSWD) in Polanco, Zamboanga del Norte. (The New Nandau, Vol. XVI No.53)

The Department of Tourism (DOT) will provide P50,000 to P100,000 blocks worth or grants to aspiring young entrepreneurs with business that aimed at improving tourism-related services and products. The grant will be given to young individuals or group of entrepreneurs who would engage in tourism-related business through the Grassroots Entrepreneurs for Eco-tourism (GREET) program of the government.

Overseas Filipino Workers (OFWs) who wish to return to the Philippines but cannot do so for various reasons are now provided a window of opportunity through the government’s Special Repatriation Program (SRP).

According to Labor Secretary Arturo Brion, SRP is a salient feature of Republic Act No. 8042 otherwise known as The Migrant Workers and Overseas Filipinos Act of 1995 that aims to protect the rights of OFWs. In a press briefing in Malacañang, Brion said that more than 1,000 OFWs have already availed themselves of the SRP since President Gloria Macapagal-Arroyo met with officials of the Kingdom of Saudi Arabia for the release of stranded Filipinos there during her visit to the KSA in May 2006.

Brion said 379 more OFWs who have been stranded in their most countries for various reasons ranging from being victims of illegal recruitment and unpaid salaries to maltreatment, physical abuse, harassment and health reasons are coming home under the SRP. President Arroyo personally met the first batch of 108 OFWs who arrived at the Ninoy Aquino International Airport Terminal I in Pasay City, Tuesday afternoon. (PIA-ZN)

DIPOLOGNON ?

Who is the Dipolognon ?

Residents and natives of Dipolog City are considered Dipolognons as well as to those people who made the City their home and decide in their heart to make the city the home of their choice for numerous reasons. What makes a Dipolognon unique from the rest of the Filipino? Do we need to conduct a research study on this to vouch whatever claim or conclusion we will have?  Or we can ask people living the city to get information, gain an insight for better understanding and appreciation of the City and the people as a whole making things more comfortable and enjoyable not only to the residents themselves but the visitors, both local and foreign. 

Majority of the Dipolognons traced their ancestry from the Cebuanos, Subanen, and Kalibugan tribes.  But later migrants from the other cities and places of the different cities of the Philippine Archipelago who flocked to the famously known as the Orchids City.   But nowadays, a Dipolognon face is a happy blend of several places basically Malay with Chinese, Spanish, Indian, American admixtures.

Since the Spaniards colonized the country for 333 years and another several years by the Americans, the typical Dipolognon has heterogeneously developed its own unique blend of beauty and culture that is distinguishably its own.

The Foreigner and the Dipolognon

Though there are innumerable differences between a non-native and a Filipino, the best thing for the foreigner can do is to simply adjust to the attitudes and understanding the culture and values of the locals. No matter how superior he may feel towards his culture he must not look down on the culture of the natives of the Orchid City for they are very sensitive, as one can obviously see. Respect is what he expects from the visitor. He has to study without pre-judgments on his part the inner logic and coherence of the Dipolognon culture not only to appreciate it but to comprehend it as well. A Dipolognon needs not only sympathy but also empathy, interest form his uniqueness not judgment and acceptance of his culture no matter how absurd or uncivilized the Westerner might feel. He must learn to understand and eager to learn the ABC’s of a natives’ culture.

  Dipolognon Beliefs and Superstitions

The following are some superstitious beliefs that a typical Dipolognon believes in:

·         If a person bites his tongue, it means somebody is thinking of him.

·         A girl with white spots on her fingernails is currently in love.

·         It is bad to sweep the floor at six o’clock in the evening for it means driving away good fortune and graces.

·         It is bad to sweep the floor when there are people playing cards or gambling because luck is being kept away.

·         One should not open an umbrella while inside the house; a centipede is likely to fall from the ceiling and he will be bitten by it.

The World Bank (WB) late this week disclosed it approved a $83.752-million loan sought by the Philippine government to finance the second phase of a four-part program aimed at improving food security in Mindanao through the development of its agriculture.

In a statement released to the media, the international lender said its board of directors approved Phase 2 of the Mindanao Rural Development Project which will benefit 225 municipalities in the 27 provinces of Mindanao. The World Bank said the second phase of the project will improve the delivery of services to the agriculture and fisheries sector, making sure that production increases to ensure food security

The programs will also pilot-test a performance-based grant scheme aimed at spurring local government units into developing infrastructure in their areas. “MRDP2 encompasses strong approaches related to community-driven development which will help promote the active and continued participation of indigenous peoples and other disadvantaged groups in the development process,” World Bank Country Director for the Philippines Joachim von Amsberg said in the statement.

“Almost a third of the country’s poor live in Mindanao. We hope that through this project the Mindanaoans will experience greater economic and integration opportunities, particularly to indigenous communities and other disadvantaged groups,” Agriculture Secretary Arthur Yap said. The agriculture department is the overall executing agency of the development program while the local government units (LGUs) are the implementers of subprojects identified and prioritized by targeted communities.

The first phase of the development project was completed in 2004. It covered five provinces and 32 municipalities in Mindanao. Its third phase, which has yet to receive funding, aims to deepen the program by making sure that all eligible municipalities in Mindanao will be covered. The fourth phase intends to secure the sustainability of the development initiatives.
